Traditionally OSPOs create rules, processes, and guidance that treat all repositories the same. This approach has limitations as not all repositories need identical guidance or benefit from meeting the same standards. To address these limitations while also not forcing OSPO staff to be familiar with hundreds or even tens of thousands of repositories, the concept of repository cohorts was created. Repository cohorts are standardized and programmatic ways to group repositories based on thresholds across key metadata dimensions, such as age, activity, community, and content. A cohort is a set of repositories that meet the conditions to belong to the cohort, and a single repository will belong to many cohorts. The pre-defined and pre-calculated nature of cohorts makes it easy to use them in a variety of OSPO activities, including: OKRs for specific cohorts, identifying representative interviewees that cover key cohorts, aggregate understanding of an organization’s open source presence at scale, etc. Learnings will be presented from Microsoft OSPO and the Center for Medicare & Medicaid Services OSPO who have independently implemented repository cohorts.
